Your post is a little confusing in what you really mean by webfile. The create() and register_module() calls are used in modules written in pike.

You can do a lot of things without writing your own modules like creating html-pages and then moving on to rxml with database connections and all. This is covered in the User's manual at the Roxen site: http://www.roxen.com/documentation/

The documentation on how to write modules is to my knowledge being rewritten and is not available at the official Roxen site. However you can look at the old version of the Reference Manual found at http://old.roxen.com/documentation/.
