Yup, that's usually the problem.

I've found it's one of 4 problems:

1. The directory in question hasn't been added to the modules search path.
2. The module cache needs to be cleared.
3. The page needs to be reloaded from the server, rather than from browser cache.
4. There is a compilation error in the module preventing it from being registered (check logs/debug/default.1 for signs of this).

This is definitely a FAQ and should probably be better documented somewhere.
