I vaguely remember having a similar problem, and I think there is a setting that makes this problem go away. I don't remember exactly what it is, but I do know that I'm using the standard user database and the following server variables:

Server variables
Allow FTP guest users : No
Allow anonymous FTP : Yes
Allow named FTP : Yes
Domain : riverweb.com
FTP user session limit : 5
Internal module resource mountpoint : /_internal/
Listen ports : 1 port configured
Logging...
Messages...
Server URL : ftp://ftp.riverweb.com/
Shell database : /etc/shells
Virtual server comment : Empty
Virtual server name :
