I tend to think that general bandwidth shaping should be left to the underlying operating system and from what I hear, Linux 2.2 will have some nice features for bandwidth shaping..

That said, I definitely think there would be great use in a request limiter that would return a configurable error after a certain amount of traffic or requests have been served in a certain timeframe. Something like that should be fairly easy to do as a filter module.
